| Elderly, disabled, mothers with children... relief = clothing and food - In-Kind Benefits. No cash. Children who lived in these situations were moved into Almshouses where they were fed, clothed, housed, and worked hard. Many learned a trade. Sorta like Job Corps I guess. | |

| Settlers - very reform-minded. Amazing for their time. Forerunners to current social workers. Taught people english; helped people in rural communities, etc. Helped people get settled; worked with child labor laws. Primarily women of upper middle or upper class. "Hull House" in Chicago. | |
| Conflict between Settlers and COS's - Settlers saw problems in environment, COS's saw problem in person. Settlers tried to bring together different classes of people. 1898 - First School of Social Work was opened - Called the School of Philanthropy. Now it's Columbia University School of Social Work. It's a profession once there is education, rules, and standards. | |
| 1920's - Freudian Psychotherapy/Psychoanalysis. "Psychiatric Social Workers." Depression, Denial, Defence mechanisms, etc. Systems, cognitive, etc. "John Bradshaw" from Houston - Big Thing was "Inner Child." Just like Freud... Freudians started in VA hospitals and worked with individuals, groups and families. | |

| Residual and institutional - different views of social welfare.
Residual - money only to those who cannot get help elsewhere. It's a stigma;
should be required to work even with minimum wages. Shouldn't be right/entitlement.
Conservatives. Peole on welfare become dependent. Istitutional - society should help those who cannot help themselves. Should no longer be a stigma; individuals should not be blamed. |
